For many professionals, the foundations of social work began around 1869 with the Charity Organization Society (COS). This organization sought to improve upon the confusion of earlier charities by coordinating resources and distributing them accordingly. They worked alongside the Poor Law, believing that those who were "undervalued" would not receive help. (Harris and White 2013) Regular visits to families were made, specifying in reports whether they were “worthy” of receiving support. (ibid.) This was the beginning of the social work approach and a key historical event that triggered the development of social work practice. Although this may seem completely unethical today, we can clearly see the beginning of the assessment and casework processes, which laid the foundation for what we know as social work today. Yet those who worked for the COS were still bound by class and had no professional or professional training.
