    For leaders to make decisions in the face of risk or uncertainty, they need to think about the risk they are implying when making their decisions. There are some simple rules that leaders should think about when making decisions involving levels of risk and uncertainty. Levels of risk arise when a leader must make a decision where the outcome is unknown. In risky circumstances, the leader will create a list of all potential outcomes and give probabilities to each outcome. Uncertainty arises when a leader is unable to make a list of all potential outcomes or is simply unable to give probabilities to those outcomes.
