Suicide victims and homicide offenders require special attention from government and society in order to achieve positive change. These people affect the moral stability of society. This means that they must be helped to eliminate immoralities and encourage the achievement of a stable society in the future (Gartner and Macmillan, 1995). Suicide and homicide victim rates have increased in various regions in the recent past. Some of the perpetrators are caregivers of spouses with chronic illnesses. Another involves marriage, lovers who have lived together for many years. The main question that remains unanswered is “why can some people wake up one morning and decide to take the life of others”. According to Chermack and Taylor (1995), most perpetrators are usually mentally ill and suffer from extreme psychological problems. They may suffer from intense stress and depressive disorder which affects their perception and feelings about life. Even if these people are blamed for their undesirable actions, it is beneficial to make an effort to understand their problem (Kaukinen, 2002). Solving their alarming problem would significantly reduce crime rates in society and encourage the achievement of a better environment. Although suicide and homicide are unacceptable in society and by law, this vice is still practiced in prisons. This continued despite various efforts to eliminate this vice. However, effective enforcement of policies, laws and procedures can potentially reduce these behaviors.
