NIMS creates uniform professional practices for emergency management and incident response. NIMS applies to all events and all levels of stakeholders, including government, the private sector, owners and workers of major infrastructure, non-governmental agencies, and all others involved in emergency management . Responsible local officials and policy makers must have a clear understanding of NIMS. NIMS is a comprehensive approach to disaster management across the United States. It covers all jurisdictions and disciplines. NIMS applies to events, hazards, and impacts regardless of their size, location, or complexity. NIMS improve organization and teamwork with public and private groups in a variety of disaster management activities. NIM standardizes event management.
