Former President Bill Clinton introduced a health security proposal in 1993, which was his attempt at fundamental reform of the American health care system (Longest, 2010). In January 1993, Clinton announced that he would assemble a team of experts to examine the issue of health care costs and develop a plan to propose to Congress (Bok, 1998). On September 22, 1993, Clinton gave a speech to Congress announcing this new health plan (Bok, 1993). In her speech, Clinton urged lawmakers to “fix a health care system that is seriously broken, by providing health security for all Americans — health care that is always here, health care that can never be taken away » (Bok, 1993). He also mentioned in his speech that health care was uncertain and too expensive, too wasteful and too bureaucratic. “There is too much fraud and too much greed” (Rample, 2009). While developing the bill, President Clinton asked his wife to , Hillary Clinton is also working closely on the bill. Hillary led the Clinton administration's health reform efforts (Alan, 2008). For eight months, Hillary and her team spoke with thousands of Americans to better understand the strengths and weaknesses of the health care system (Rample, 2009). Hillary met with more than 1,000 health care organizations and spoke with doctors, nurses, pharmacists, and pharmaceutical company representatives, as well as uninsured and insured Americans (Rample, 2009). Hillary and her team received more than 7,000 letters from citizens recounting their health care experiences (Rample, 2009). During Clinton's speech, he mentioned someone who had sent a letter about his health care situation named Kerry Kennedy.
