The objectives of this policy, and other health policies, should not be separated from the way in which actors interact within institutional and social structures. In the past, social structures have dismissed mental illness as a health problem, which has led to perceptions of insanity and acts of abuse, resulting in minimal awareness and political action (Foerschner, 2010). There is now a gradual shift in acceptance, due to the change in perceptions of what is normal among different actors in society. Agents in this case are those who are able to influence changes in the social structure while simultaneously having push factors for change through the structures themselves. In the case of mental health, changing attitudes towards the issue have led to changes in the policy framework, availability of services and awareness, but these in turn have contributed to changing standards societal and
