    Shanghai is located in the Yangtze River Delta in eastern China, adjacent to the provinces of Hangzhou, Wuhan, Jinan and Qingdao. The city is divided into two parts: Puxi which is the oldest part of the city and Pudong, the newest part. It is the most populous city in China with a total population of around 24 million and is also the most populous city in the world. As one of the four directly controlled municipalities in China along with Beijing, Tianjin and Chongqing, it consists of 16 districts and one county covering 6,340 km² of territory. The name Shanghai comes from two Chinese characters: 上shàng (above) and 海hǎi (sea), together meaning "on the sea". Shanghai has a well-developed public transportation system based on railways, subways and buses, which makes Shanghai one of the most popular tourist destinations in all of China. Shanghai is also well known for its historical landmarks such as the Bund, City God Temple and Yu Garden, as well as its many art museums large and small, which is why Shanghai is sometimes called the capital artistic of China. As an international financial center, Shanghai proves to be one of the most developed cities in the world. Statistics show that "in 2011, Shanghai's total GDP reached 1.92 trillion RMB (297 billion US dollars) with a per capita GDP of 82,560 RMB (12,784 US dollars)." Current Tourism PlanShanghai's tourism activities are supervised by the Shanghai Municipal Tourism Administration (SMTA), which reports directly to the Shanghai municipal government. Its main objectives are to regulate tourism activities in Shanghai, implement trade policies, and promote and encourage travel industries. Most working classes in the service sector would probably prefer to work and earn money now, rather than taking courses for the future. Another major problem is that, to become a “four-center” city, Shanghai could increase the quality of the local community. . China is known for having a lower quality environment and citizens, and with the high density of the city of Shanghai, it is more difficult to control quality. If tourists visit and don't leave with a good experience, it's likely they won't return for another visit or will tell friends and family not to come. Shanghai must come up with strategies addressing the micro level of tourism and not just the macro level vision..
