The execution of criminals and murders has been used for a very long time by almost all societies. Some of the main reasons that led to the death penalty were treason, murder, espionage, but also other disturbing crimes like incest, rape, etc. The notion of “death penalty” in itself reminds us of the bitter taste of the primitive death penalty. society, where the only people who suffered from this punishment were the innocent. This is a false idea. It may be the same painful scene, but today's criminal justice system offers the precision of modern forensics and DNA testing, making it highly unlikely that an innocent person will be punished of the death penalty (“Pro death penalty”, 2011). Albania has not heard of the death penalty since 1995, when a civilian was hanged. The death penalty for murder was abolished in October 2000, although it still existed for treason and military offenses. Seven years later, Albania approved Protocol No. 13 of the European Convention on Human Rights and abolished the death penalty in all circumstances, replacing it with life imprisonment (Wikipedia, 2013). Statistics show that since the abolition of capital punishment in 2000, crime rates have been increasing year by year. And looking back, when capital punishment was legal, murder rates were 41% lower than they are today (Department of Justice, 2013). The government could think about how to minimize this phenomenon by using a truly shocking measure, but one that could prove effective. A possible start could be a consolidation of laws in general and the Penal Code in particular. Citizens need strict laws and a strict attitude towards their execution.
