    The bureaucracy of the McDonalds machine versus the failure of various modern institutional bureaucracies to achieve their goals: power struggles, inability to plan and anticipate disasters, blame, and vague rolesThe bureaucratic failures of the U.S. government agencies charged with preventing the September 11 terrorist attacks were the result of poor bureaucratic structure. This problem could be solved by restructuring to increase health bureaucracy. An effective bureaucracy observed is that of McDonald's Corporation. McDonald's and its mechanical bureaucracy can be used to solve some of the problems faced by US federal and institutional bureaucracies, such as FEMA, TSA, and Homeland Security. (Colorant 2008). Commercial airliners carrying civilian passengers were hijacked and sent at high speed directly to the World Trade Center in New York and the Pentagon in Washington. Television images of New York's tallest buildings collapsing left a lasting impression on Americans. The nation found itself in a new war, the "war on terror" with a hidden enemy determined to kill as many innocent civilians as possible. Bureaucratic Response: The Development of the Department of Homeland Security (DHS) and Enactment of the Patriot Act: As a Measure to Reframe a Formerly Ineffective StructureWhy do we, as policymakers, often approach a problem incorrectly? Well, this mistake usually occurs in the initial phase of policy making i.e. the problem identification phase.
