The Liberal Party won a landslide electoral victory in December 1905. It introduced a program of social reform that laid the foundations of the welfare state. This meant that the government accepted responsibility for the lives of its citizens. Sir William Beveridge chaired a government commission into the welfare system. It seizes the opportunity to rewrite the welfare system script and redraw the contours of the British welfare system. The Beveridge Report, distributed in 1942, was the welfare state blueprint put forward by the Labor government after the war. He said there were "five giants" blocking progress, namely want, disease, misery, ignorance and idleness. His report recommended methods to overcome all these obstacles. His response to "need" and "disease" was a protection plan, which would be managed by all workers, employers and the state by making a single weekly payment, which would enable free national health service, benefits in the event of illness, disability and unemployment. and old age, and authorize family allowances. This meant that the state would care for its citizens “from cradle to grave.” In 1948, the National Health Service (Scotland) Act and the National Insurance Scheme were implemented by the Labor Administration and the NHS was established (Field, 2011). Titmuss (2001) was known for shaping the attitudes of a generation on social policy issues. Although he is not well known, his work has contributed to social welfare strategies that could touch the lives of many people.
