Having someone like Henry oppose it was a big part of the story and gave us insight into the anti-Federalist vision of the new constitution and the reasoning behind it. This document condemns a policy. In effect, this gives the people a reason not to approve and support the constitution. An example of this is Henry saying that the constitution gives too much power to the federal government. Since this policy was supposedly new, he disapproved of it and gave the people reason to disapprove of it.
