Teacher QualityAuthor Linda Darling-Hammond (2014) states: Strong teacher quality can increase the likelihood of effective teaching, but it does not guarantee it. Initiatives to develop the quality and effectiveness of teaching must not only consider how to identify, reward and use teachers' skills and abilities, but also develop an enabling context for good practice . For teaching to be effective, policies that construct the teaching environment and context must be addressed alongside the qualities of individual teachers. (p. 5) Even if the quality of teachers does not necessarily guarantee effective teaching, it constitutes a fundamental element for its start-up. Good teaching is not instantaneous; it’s something that needs to be ingrained early in everyone’s curriculum. The development of these positive teaching qualities takes place as one begins to form one's philosophy of education, and this occurs throughout one's teaching program where future teachers should engage in systematic preparation to the career environments they will enter. This is the type of foundational preparation that can lead to qualified teachers who execute effective teaching practices. Are current teacher training programs achieving this? Professional development schools (PDS) may be a newer method in preservice education programs that will help better prepare students for a quality teaching career.
