Skills analysis reveals the specification of skills that must be demonstrated by the candidate (Woods et al., 2010). Managers are likely to analyze and interpret, organize and execute, undertake and execute, lead and decide, all of which are closely related to overall job performance (OJP). (Bartram, 2002). Following the trend, this suggests that OJP scores are primarily influenced by task performance, rather than contextual skills, and that task-focused assessment using a skills framework is therefore recommended. However, it is very important that the staff carrying out the assessment are properly trained, so that a clear link to the skills is evident and each criterion is assessed more than once. Using a combination of tools is recommended to obtain an accurate assessment: an application form, SJT test and GMA test are suggested for pre-screening and a skills-based panel interview for decision-making final.
