There have been a number of problems in urban schools, such as poor quality of education and segregation of schools by race. The main cause of these problems is the increase in the number of immigrants and the shift in trends from rural to urban areas. This has resulted in a high concentration of poor and minority students in urban schools. These issues necessitated the formation and implementation of the No Child Left Behind policy, with the goal of improving the education system and standards in America. African American and Hispanic students make up the largest population at these schools. White students, on the other hand, mostly attend middle-class suburban schools. Some of the difficult issues in these urban schools include the best teachers focusing on testing and punishment instead of staying in these high-poverty schools. Such issues could be addressed by the European Union Congress while reevaluating the 2002 No Child Left Behind Act. Some advocates propose creating socioeconomically diverse student bodies across district boundaries. Others, however, disagree and say it would only waste students' time, even though allowing charter schools to compete with public schools would result in improvement. It remains a challenge because charter school programs are too expensive for most schools to adopt and there is not yet a way to spread success beyond a few counted private and public schools. The No Child Left Behind Act was signed into law in 2002. Its goal was to push American schools to raise the achievement levels of all students, including students from minority races and low-income students. Parents will be informed in a clear and timely manner about the options available in public schools and further education options. This will help them in choosing educational institutions for their children. This was adopted into a regulation in October 2008. It is entirely possible to solve the problems of urban schools if this No Child Left Behind policy is implemented as intended. It is right to provide equal education and learning opportunities to all American students, regardless of their social class and economic status or even their race.
